hm. well, it could be wilt; there are some fungal soil diseases okra can get. you can look up how to diagnose them online (one of them, Fusarium I think, leaves a ring of brown inside the stems).

failing that, you may just be a victim of weather...I'm also in PA and the summer cold spells and weird rain patterns have not done good things for anything I've been growing the past few years.

I agree, this year has been so wet and cold, none of the hot weather plants should like it, though I've had the same thing happen to the okra for the past several years, many of which have been quite warm.

I will check out fusarium wilt - I think I can have the university ID it for me - thanks for the suggestion!

I'd lean towards weather being the issue.

Well, I would, except for the fact that the plants nearest to the untilled lawn look fine. Only the stuff in the garden soil is doing this. Also, I've been growing okra for the past 10 or so years and it's done this every year but the first one. We've had hot, wet, dry and cool summers during that time and the okra always seems to have the same problem, no matter what weather we are having. :(
