Oh, cowpots, YES!!
I saw these at one of the garden centers and was utterly favorably impressed with this idea! I'd be trying them out if any more garden purchases were in the budget this year (next year, though.... ;-> )

Can't help with identifying the growth/s showing up, and I wish I could be of help in that department.

What is your seed-starting medium?

A fairly generic flower/veggie potting soil.
The growths are only on the CowPots but I did see something similar on the newspaper pots I made last year.

Could the fungus be something originating in the flower/veggie potting soil? Something which lies dormant in your home, perhaps, or which might be brought in by pets if those pets have access to the outdoors?
Just brainstorming, here.

It does look fungus-y. I have no idea what it could be, but I've had different fungi and molds before on my starters and I just do what I can to get rid of it and I've never had it kill off my seedlings. Fungi and molds grow out in nature, and plants deal with them. Heck, some of them are even beneficial and have a symbiotic relationship with the plant! You just wanna keep a handle on it so it doesn't take over the small pots since we have no idea what it actually is.

I get a damp rag and wipe it off wherever I see it, and if it seems too much in the soil, I'll spoon off as much of the top layer as I can without hitting my seedling's roots, and add in some fresh sterile soil.

It's more likely a fungus came from the dirt than the pots. If you are planning on doing more planting with the same dirt, I'd recommend sterilizing it. You could probably sterilize the pots as well, just to be sure. You can spread it on a cookie sheet and heat it up to no higher than 170 for 30 minutes. It might smell quite strong, so open a window.
