When my boyfriend and I went on a trip last summer, I knew we'd be gone for a month or so, so I entrusted the care of my plants to his grandmother. Totally salvageable, roses are really tough plants. Before you purchase anything, blast those suckers off with a hose. Depending on where you live, some people blast their roses in the morning and the evening, but you run the risk of mold issues that way.

Some people like to mix in a little soap, like Dawn, to deal with the aphids.

As a great philosopher once said, "it ain't over 'til its over". There are still some healthy leaves there, so it can probably be saved. Some soapy water and wash the entire plant down, might consider repotting as well to get some clean compost in amongst the roots (if it has been mistreated to the point it is crawling like that, then who knows what is lurking in the roots and pot), and prune off any diseased and sickly looking stems. And just keep giving it the soapy wash until the bugs stop coming back. Which might take a few weeks, admittedly. But roses are tough little blighters and will start fighting back on their own if given a chance.

you can pretty much chop a rose all the way back and with some compost and love (and light) it will bounce back. All of the above suggestions ^ blast off the aphids, cut off the icky parts and prune back hard!
