A reader asked a big question in one of their reviews of Slave Verse, a question that unleashed a torrent of explanation. So I captured that explanation here, in case I might want to refer to it again later.
I think this definitely gave clarification to Peter's mad plan of turning Sylar in to Nathan. :P The 'bonus' phone call 'ficlet' between Peter and Nathan gave a little insight into Peter's thoughts, but in that one, there were times when Peter was so focused on keeping Nathan off-balance, yet bring him 'back in the fold', it did seem Peter was really betraying Sylar. Peter may not be a 'strategic genius' but his plan worked well... and with his way of doing it, Sylar's going to be able to get his original wish, which was to Rule The World! If they had bombed the president and all his minions... that may have been a little harder, because more people than just Noah would have noticed and there would have been a whole lot more obstacles to over come.
