My state is #48 in the US for per capita funding of public higher education. We've dropped since this was first brought to my attention a few years ago, when we were #1 in baseball, #1 in football, and #46 in per capita funding of public higher education. The one thing we've risen on is K-12 education, though I don't have a handy ranking statistic to throw around about that one.
You're probably higher than us on funding public higher ed. MA gets shafted in this regard due to having so many excellent private higher ed institutions. Many citizens who value higher education just don't see as much the need to fund public higher ed as they would in other states, and the politicians all went to the privates themselves. If we counted total dollar amount of public higher ed funding though, I expect MA would be relatively high despite its small landmass due to the relatively high incomes in this state.
