I think the bit with the laughter and the ring in the ashes is some kind of hint that he ain't dead.
It's the traditional Dracula ending - I think the second one of the Hammer Studios Dracula movies ended like this, which just about every British watcher who ever saw those films would recognize.*g* (Meaning: yes, he'll return.) Anyway, don't worry. The Master is such a Dr. Who icon that he'll never be permanently killed off. Just the TARDIS is more secure.

Sorry, but Jack as Face of Boe has been speculated about since eons, and I'm afraid Handsome Jack (thanks, Master) will end up bodyless and Face-like.
Titanic: with the Old Who trip they've been on about this year, it would make sense to do Two Doctors episode in the fine tradition of previous ones, so I think it might be possibility, yes. Otherwise Titanic makes no sense. Hm, do we know anything about Eccleston's commitments?
