traveling salesmen problem: redux

I’m thinking about the a traveling salesmen problem, even though it is way out of my league. Here are some elementary questions I came up with that I think may help me to understand the problem better.

Let’s say I gave you a number of cities and the distances between them:

Example: (cities a, B, C and D and the distances between them)
