You just need to try as lurkerwisp suggests and practice walking in them with the heel cut off (you may be use to putting your weight on the heel half of the shoe). It may just need getting use to the difference.
Thing is it doesn't have support enough weight in the front to keep the ball of my feet from falling. It's practically slip on flat shoes instead of heels since I removed the heel support.

I have made similar hooves but I started with a platform sandal and built the hoof around that. The shoes I used had a "break" in the platform sole just about under the ball of the foot. I put a thin wedge at the back so that the front of the sole remained flat to the ground. I then put a layer of rubber shoe sole on the bottom, although you could do something carved I guess. I have walked a couple of miles (at the DooDah Parade in Ocean City NJ) on at least two occasions without problems (other than blisters the first time - wear good thick socks!!!) Here are the same hooves on two different costumes:
You need to use a high heel with a stronger outsole/shank. Shoes with a soft rubber or leather outsole will not support your weight without the heel. Look for ones that have a very hard rubber or plastic on the arch of the sole - that's the critical support point to transfer your weight from your heel to the ball of your foot.

If you had trouble walking in them, it might be good to just practice walking in very high heels without the heel chopped off first.
