What I mean is, is it an actual working running piece of equipment or is it an empty shell.

its a both.
you have the option to take the case as is, in order to build your own computer with it on your own time...
OR
you have the option to have it customized by wprt up to $2500.
tell them what you want to go in it up to that price and its yours.
so you could be getting just a case if you want. or a fully customized gaming computer.
