Well, I don't know about cheap, but Lucky Devil is definitely clean. I went to the one in Capitol Hill and was really, really happy with their professionality and cleanliness. They also have one I think near Columbia City. Anyway, they're great, and everything I've heard about them is great.

My friend got her tongue done at Laughing Buddha and that was good, but I've heard the best place in town is Slave to the Needle.
