Well otherwise he's the only one that really DOES anything.

Possible. The shots aren't fatal unless you're allergic to them, but I can put my forces out on defensive duty over the repair workers so they don't have to halt all progress while this is going on.

It's going to slow things down though.

Hahaha~ And he doesn't get paid enough. Such a shame!

It's better than having most of the work force become completely distracted by such an invasion. Station them throughout Section 1, and I believe they'll be needed around the marketplace. Thankfully most of the bridges -those which are commonly frequented, at least- are in stable condition.
