bomb threats are made for two reasons: to scare people, or to take credit for it when it goes off. If it's the latter, it wouldn't be something stupid like you described (and aren't even sure it was a bomb threat). Congrats, it's the former and it worked.

considering there have been actual, active bombs found in neighborhoods in that area of this city in the last six months, yes it IS bothersome that the cops seem to not care when a possible threat is called in.

also this is a military city. so usually things like that are taken more seriously. at least they're supposed to be. :P

Prbably because cops know what I just told you. People who plant bombs don't call in threats. Unless its to take credit before it goes off, in which case the threat is explicit, not disguised as bathroom humor and with a name of the organisation that planted it (which it almost always is named as one, and not an individual).

It being a military city probably means little, unless your job is on post. You're not a military target. And a bomb large enough to destroy a city including your job AND a military base? Would be noticeable.
