There is no organization because there is only a standard basic three rule set. Due to the conflict of interests, being that everyone has their own, the most you can achieve is relative cooperation.

Any extensions on the rules has created cross-cultural conflict among the wardens. This is also more of a rehabilitation vessel than an actual prison. If it were a prison, we would be allowed to contain dangerous inmates for longer than a week.

Unsurprisingly, many people don't survive. The casualty rate here is atrocious. Despite that, the level of organization never seems to improve no matter how much it's clearly needed.
