are you talking about getting a tattoo before or after surgery? if before, just be aware that the placement may change slightly or it might be stretched/ warped depending on placement and, frankly, that june is pretty soon and i would not want to be coming off the physical process of healing a tattoo on the way into surgery. why not just wait? if you wait, there's no medical reason you can't get a tattoo as soon as your chest is reasonably healed, although again i would want to let my body focus on healing my chest and then get other work done.
It's stupid. Just be patient. You're tattoo will look MUCH better post surgery, when you don't need to worry about placement changes, etc. Maybe you can spend the time researching artists and booking the appt, and that will get your mind off waiting for a couple months?
I second the harness advice. Haven't tried that particular one; have used a very similar one. It was full of fail--didn't keep anything where it was supposed to be. Aslan Leather is also quite good, and I'd recommend ordering directly from the site, as they have more varied selection than most of the stores carrying their products.
After the bad luck I had with both the neoprene and a leather one from GV, I got an Aslan Leather one (the sparkly red one) it didn't last for very long. Right now I've got a nice TeraFirma from Stormy Leather. http://www.stormyleather.com/product.asp?0=289&1=311&3=295 2 years later and it's still going strong. Highly recommended.
I would wait until after your surgery to get tattooed. The more things your body has to heal, the more trouble it'll have doing it. It also won't get warped or stretched or anything. Pretty much what everyone else has said.
spareparts harness...its fuckin badass..washable..soft not leather.. easy to ajust..postioned great... i dont like the look of harnnesses so i just wear my boxers over it and either pull my dick from the top or thru the hole.. the thing with the shorts seems like it wouldnt stay close to you while thrusting there might be too much play unless the spandex shorts are really fuckin tight on you
i'd say it depends on how close to surgery you plan on getting your tattoo. it isn't a bad idea to wait, but depending on your current chest size you probably wouldn't see too much change in placement. i had a large chest piece done when i was about a year and a half post revision (3 years post op). i have great sensation in my chest for the most part, but in areas where i have some numbness it was excruciatingly painful. it might be less painful to have a tattoo done prior to having your nerves rearranged a little in the chest area. just something you might want to consider.

Guess I should just wait..
Although for some reason it has to do more with the symbolic idea, you know, that even if it gets twisted then fine, it's part of it.

And personally, I will never, ever, ever spend money on another harness from GV. Check out http://www.stormyleather.com/ or http://www.mr-s-leather.com/
