My only real issue so far with Person of Interest is I have a hard time buying even a two-man team being able to indulge in this kind of round the clock surveillance of a target. Especially without being noticed hanging around all the time...

The point was that the team has "back door" access to the systems running all the official surveillance. Since, we know, we're talking about the man and the corporation that BUILT the darned thing.
