Likely an engineering firm that deals with home contractors. It would have to be done cheaply enough to make a contractor's bottom line still appealing.

If it's done at the manufacturing level, the economies of scale would kick in pretty durned quickly.

It depends very much on the technical requirements and expense of the boronizing process. If it would affect the insulation ability of the houses, how much more it would add to the costs, how often houses need to be bulletproof, etc.

Also, builders tend to skimp on things since they're not the ones who will be living there.
