Only if that training is part of the CCW permit process. Most law enforcement officers do a piss poor job of directing traffic, let alone some guy off the street. We have something like that out here, the Sheriff's Posse. Volunteers get basic background checks, and extra training, and are called in for that sort of basic support duties. Same with the local search and rescue, all volunteer.
