Two things: the Secret Service and the FBI. Those organizations are not homeogenous Bush zealots. There will be internal warfare in those organizations. One particularly brave Secret Serviceman could deem Bush a threat and neutralize him.
In the event that the Bush faction succeeds, the population will be outraged and revolution will break out. Then we come to the most important factor you've forgotten: the military. Even the troops bogged down in the middle east will demand to return home if they hear about the new civil war. An astute and charismatic general may very well lead a coup d'etate.
It is because he has nothing that he has nothing to lose. The support he'd need to pull it off isn't there. The Bush Empire would die shortly after it was born.
The USSS has a program call the PPP (Presidential Protection Program), which is almost a mirror image of the military's PRP (Personnel Reliability Program). Besides the annual psych evals, and constant monitoring, the program requires self monitoring by the participants. Any behavior out of the norm is reported. Beyond that, the Secret Service has a tradition of protecting the president regardles of his actions. To overcome that, plus knowing you will die if you where able to carry it out, makes it exceptionally unlikely, no matter what Tom Clancy writes.
As far as a military coup. . . well thats even less likely. I have met charismatic Colonels, but never a charismatic General. *laughs* To achieve that rank, you have to be adept at political games, and while politicians are usually self serving, they don't like risking their necks. Besides, the military is huge, no one person could rally it to their cause without being noticed.

There's all sorts of nutcases in the US with guns, and I don't suppose they'd like their freedoms disturbed to such a degree.
