We all do at times. It's hard to be strong every waking second, especially when other people have agenda's that can bring you down. Passages like this serve as a beautiful reminder.
The other half is reminding yourself that you run into people better at you at something every day; everyone is better at something than you. The trick is to remember that for quite a lot of things, you're better than them, and that's just the way the world works. And stuff.
I've thought about this a little more, and after rereading the passage I'm revising my response to you. I think that this passage addresses those who hold back in fear of not being able to do something. Those who don't believe in themselves at all. For many people, the fact that they don't think they're good enough at something can be enough to lead them to fail. The power of one's psychological mindframe and attitude is huge.
