I have a suggestion for reasonable fabrics to use for costumes-- go a la Scarlett O'Hara and use curtains. Seriously--I scored some lovely 100% cotton gold velvet drapes for $4/each at Goodwill. Not to mention brocades and such that I've found at various thrift shops/clearance racks over the years. That would keep the budget down.
