I think Hamlet was incapable of doing anything other than thinking. If something required direct action, he couldn't do it.
The fact that he was 29 and still at University may attest to his immaturity. I say may, because I'm not quite sure how schooling and university students worked back in Hamlet's time.
I think he loved the idea of Ophelia. Unfortunately, Ophelia was not an idea, she was a person, and, as such, needed the action of love from Hamlet, not just his poetic adoration. I agree that he did put his wants and needs before Ophelia, tying both his immaturity and inability for action together.
