[After some internal debate, Penny finally approaches Doll. She knows how afraid she is of strangers from the other times this has happened, and Penny would definitely qualify as a stranger today. Penny had left food out where she hoped the child would find it, but that wasn't quite the same as actively taking care of her.
The gangly, none-too-tall man that is Penny sits on the edge of the fountain, a few feet away. She smiles.]

[Doll does seem rather less wary than usual - having a full stomach for once has done wonders for her, and playing with Tiger has helped too. And no matter how Penny has changed the dog still recognizes her, greeting her with a happy volley of barks that almost has him falling over into the fountain before Doll snatches him back from the edge just in time.]
[Off, in the near-distance, a man seems to simply appear, walking slowly toward the fountain. Were this any normal town in America, someone would probably call an Amber Alert, because he's dressed simply in a trench coat and tie.
But here, in the City, things are not always as they seem. A man who looks as if he'd very much like to abduct this child might be much more than that.]

[Young as she is she's seen far scarier sights than a man in a trench coat and tie, so while she's holding her dog to her in a protective way she doesn't try running off either.]
[Parker doesn't get along with many people, but she relates oddly well to children. Of course, that might be because she will teach them how to pick locks, and offer ice cream. Then again, perhaps her own enthusiasm can pull them in. Who knows? The point is this is a kid, with a bad eye, and a dog that looks familiar. A kid like that is one of the few things Parker does have empathy for.]
Did Freckles loan you her dog? Do people even loan dogs?

[Parker isn't going to take the dog. One day, an equally beloved bunny might come up but right now, the state of this kid isn't right. There are all the signs Parker recognizes.]

Don't know who that is. [She shakes her head again, shrugging, smudging a bit of dirt across her cheek as she rubs self-consciously at the freckles on her face, carefully avoiding touching any of her burn scars.]
Nah, just these. They ain't too bad. Least it ain't cold or rainin' 'ere. [Though 'not too bad' to her means not falling apart yet. Really her clothes aren't much more than a dirty sack.]
