Your last paragraph has me sad too. I just don't get it.
I can see SJA as the kids are growing up too fast for production, but TW no way.
And I can see the holy hell that Barrowman is going to get from it too. They are all going to blame him and say he's become too big for Torchwood and the like.
I really don't understand the need for a clean slate. I mean it was never agreed Moffat had to worry about the other shows. He was just taking over Who. Yes the shows are connected but TW and SJA had their moment on DW this year, they really don't need to be connected again, unless Jack goes to help the new Doctor.
The other thing that goes toward SJA and Torchwood wrapping up is that it's only been confirmed that Stephen Moffat is doing Doctor Who, the other shows have not been mentioned at all. Even when I've seen John talking about Torchwood, all he'll say is that Russell and Julie are producing series three, with very little or no mentions about series four...
I do think it's too early to talk about though...
I have a feeling that if Torchwood continues after series 4, that Stephen Moffat will have very little do with it, if at all.
The other thing I don't get, is Julie Gardner leaving... She's head of drama for BBC Wales... She's employed by the BBC... I thought she was Russell's partner or something... Maybe she's leaving to do that...
Julie is moving to a Job like she has in Wales but for BBC Worldwide in LA.
So that leaves her out of the equation.
I don't think Moffat should have to take over the spin offs, He should just do Who. If RTD is leaving all three then they should find someone else who can keep the show in the same spirit of things.
I too think it's too early to talk but still it's been brought up and I don't get their reasoning at all.
It's something to the effect that Stephen Moffat would only have one show rather than three to deal with ...I thought RTD was only leaving DW. Stephen Moffat has nothing to do with TW - as far as I'm aware RTD is staying on at TW pass on SJA though because I don't watch it.
I know it's slightly confusing... But I'm positive that JB and others (including RTD himself) have said that Russell is leaving all of the shows after the DW specials are done.

Hopefully they are or they will look for someone to take over Torchwood completely...
