Made with Photoshop CS, but translatable.
I apologize now, I don't know who made these textures.
Step one: duplicate and set to screen as much as needed. I did it 5 times.
Step two: Make a dark blue exclusion layer (091331). Duplicate this and set it to Difference 60%.
Step three: Make a light blue color burn layer (c1d8f3). Duplicate it.
Step Four: Put this texture at screen.

Step Five: Put this texture at screen.

Step six- Duplicate your base, drag it to the top, set to soft light, and desaturate.
Step Seven- Add text, and voila!
