At first I thought it might be a joke, but after digging a little bit it seems to be for real.

My same reaction, even though it was published on Italy's most prestigious newspaper. The issue seems to be that Norway, which is no part of the EU, has massive tax barriers against imports. If the English had any brains, this should make them think about what exclusion from Europe really could mean.
