Or a library. We wouldn't right now, as we're attempting to shrink to fit temporary quarters, but normally we use a lot of it for crafts or stick it out on one of the tables for coloring.

Or a women's shelter. Many of the residents have children in tow, the shelter itself can often use paper of various kinds, and so on.

Or a Girl Scout troop or other similar program - they use a lot of stuff like that.

Also a craft program at a nursing home.

Or a day camp or Boys & Girls Club. Does your college have a children's center? Do they have a daily craigslist-type bulletin where you can say "free to anyone who wants it"? Elementary schools, being out or almost out, aren't going to want it right now.

Preschools, daycares, especially for the underprivileged...I mean, I teach at a higher-end, fairly-expensive one and we're always running out

i second everyone who said schools - a woman i know works at wealthy jewish elementary school and the teachers have a yearly budget - that includes their art supplies (which when you are a kindergarten teacher, is super important) and so she's packing up her entire classroom with all her paper because she can't afford to leave it. and she threw her back out.

but hit the public schools - or even better, the schools that are equivalent of NY's D75 - the schools that are specifically for autism, PDD, other emotional disorders.

or ask a local hospital with inpatients if they need anything - cancer wards are pretty awesome and need stuff ALL THE TIME.

I think you could probably pull out the pages you hadn't used from the notebooks and use them as scrap paper.
