It's only insincere if you don't mean it. I have no idea who I may have pissed off or rubbed the wrong way, and I've done it the old fashioned way... people look at you like you have three heads. It's actually effective. If someone sees it, and wants to talk to me about something, they do (this has actually happened). If people just throw it up on their lj just to be able to say they've done it, then yeah, it's insincere. But if it's being used as a tool to reach out to people because there is no way to know who you have harmed and who you haven't, especially when so much today is being done on the internet, I think it's actually more responsible than only talking to the people you think you may have harmed, or not doing anything at all.

I like that perspective, and hadn't thought of it that way before. I'd only imagined the way of doing it to say you'd done it.
