If you are new, you probably missed most of the swarm. The insects were attacking people as well as Pokémon and I was poisoned. I am recovering well, however.

Yes, and there are some that do, but they're relatively rare. To have so many attacking people, someone must have orchestrated it.

There is one who has engaged in kidnapping and torture at least three times now, though he hasn't been heard from in a while. I am certain there are others.

He was caught, yes, but later escaped. This world is something of an...utopia. There is very little crime at all among the natives, and much of it is limited to petty theft.
