I considered that, but it didn't seem to quite fit. Perhaps it's not strong enough. And it doesn't cover the complete lack of care about the truth, either.
I think Bush just wants an excuse to bomb Iran, but after taking advantage of people's fears to justify war in Iraq, he's having a much harder sell. "Fool me twice" and all that jazz...
I really hate how his mishandling of Afghanistan has been swept under the rug. We could have really done something there, but Bush was just dead set on getting back at Saddam. He really dropped the ball.
I heard that story on NPR as well... not good while driving to work, had to contain urge to use car as weapon.
The only thing I could think is "look you wanna convince Russia that our intentions towards them are not hostile? Simple... open source the anti-missile technology and quit trying to surround them with shiny new NATO allies."
Okay, I know it's not one word, it's two, and it's not that catchy, but it's the first phrase that came to mind. (Not that AFAIK it's a phrase that's been used before, but hey, if no appropriate word or phrase exists, I guess that leaves open the opportunity to invent one...)
