I bought an unlocked phone from ebay. It arrived unlocked. I upgraded it to 4.4 (kitkat), it relocked. I can't seem to revert the phone to anything earlier than 4.4. So now I have a sprint locked phone that I have to sell

I believe that since this: http://www.cnet.com/news/president-signs-cell-phone-unlocking-bill-into-law/
if you bring the cell phone into a Sprint dealership, they are required to unlock it for you.
(It's not mentioned in that article, but I recall reading it in another article about that law that I can't find)

No luck. They claim I have to have had it activated on sprint for 90 days before they can unlock it.
