The (UK) plan is a technical absurdity. E-mail is an ill-defined concept and the delivery mechanisms are decentralised. Besides, I doubt they really want to forward them the 1,250 spams a day I receive…

…plus all the noise e-mails people would start sending using spare bandwidth.
