Yeah for serious - a 100cc motorcycle? Nooooo.
Don't get a motorcycle if it's not at least 350cc (unless we're talking about a step-through, like a Honda Passport). I'd vote for sticking with a scooter. What's your budget for this purchase? Are you willing to learn how to use a manual-shift scooter/motorcycle? What kind of environment will this be used in? Let me know and I'll point you towards the machine that's best for you.

So i'm thinking about buying my friend's old CB200....it's beautiful...but still under your recommended bike size. What do you think of it? I already know how to use a manual-shift, so that's not a problem. I think i'll be riding it just around town ( i live in the east bay, so around oakland, berkeley, richmond, el cerrito, etc) through some moderately hilly areas. Get back to me at your leisure :) thanks!

That's probably ok, actually.
I currently ride a 180cc motor scooter, and I've gotten it up to 65mph without a lot of trouble. The 200cc scooters are supposed to be able to get to at least around 72mph so you should be fine. You may want a larger bike later, but a 200cc bike would be a great learner bike since you don't want anything too big to start out with.
And those ARE really beautiful bikes.
