I don't know what font it is, but to get the colors with the black outline they could have used photoshop (or some other imaging program like indesign) and typed with the font that color and then used the option to give the image an outline. So it's not necessarily part of the font. I'm not sure though, just saying that's what it could be.
make the font the pink/green/blue color and then add a black border... Is that what you are asking about?
-After typing, select the text (with the laso tool i believe). -Create a new layer and place it UNDER the font layer. -Select > Load Selection > Modify > expand 1px -In the blank layer, fill the expanded selection in black.
If you want the font bolded, before you select the text transform the text (click and drag).
With photoshop 7, go up on the toolbar and there should be something like 'view' and then click on the character pallette. Also, make sure your 'layers' pallette is showing.
Then, on your tools toolbar (should be on the left) you should see a text option, type in your text and you can change it to bold by highlighting the text and using the Character Pallette. The first option on the bottom part of that pallette (a bold T) will make the highlighted text bold.
To make the text have an outline, click on the text layer and on the Layers Pallette, there should be an option on the bottom that looks like an 'F' in a circle. Click on that and select stroke. From there, you can change the color and the size of the outline.
