piper_trickster is another great comm if you haven't already been there. I don't think there are any other Rogues LJ comms, though I'm not personally familiar with other DC comms. But comicstore-news posts links to fanworks from Marvel and DC, and if you look at some of their posts you might find some interesting comms to your liking.
Yeah, I think p_t welcomes anything that has either Piper or Trickster, it doesn't necessarily have to ship them together. They're pretty easy-going anyway, so you should be good :)

As for outside LJ, Tumblr is a major hub for Rogues fandom these days, and there's a decent amount of Rogues fic posted at fanfiction.net and Archive Of Our Own. And a couple of groups at DeviantArt: http://the-rogues-gallery.deviantart.com/ and http://theflashrogues.deviantart.com/
