This is an intriguing alternate universe you've set up (and it fits in pretty well with Len's Silver Age predilections). Now I'm curious as to how this world's Wally got sucked across worlds, and how he'll get back (and if New Earth!Wally is flailing around in his place).

I'm still not entirely sure how the Wally's got switched, but yes, New Earth!Wally is going to spend some time on a world with no powers.

As for Len, I just asked myself what he would be like if he wasn't Captain Cold. Still a crook to begin with, but because he doesn't have a vendetta against the Flash, he doesn't have any real reason to break parole quite so easily. Making him have kids wasn't much of a step away from his character, especially if he didn't raise them for a good portion of their lives.
