Aw, I like Arthur being concerned too. (And I like that Alfred realized it and called him on it.) Oh, but why am I worried about what Alfred's up to? Not the bad kind of trouble...hm...

So I'm thinking either I agree with the vigilante thing of another poster, or he's helping other supers hide from the authorities. (Or possibly both...)
