As far as the iPod Touch, it determines your location based on the presence of any wifi networks in the area. There's some company that has vans drive around searching for any network broadcasting its SSID, marks their location, and sells the info to Apple or Google (not sure here). If you connect to the network, the phone immediately knows where you are so long as the van has previously visited. Kind of creepy, but it works...
