I helped a friend make a Simon waistcoat (vest) a while back - if you know someone with sewing skills, you just need to get your hands on a pattern (the sort of thing that tends to be filed under Wedding/formal section of the sewing patterns in craft shops), some dark fabric for the back/lining, and find something suitably over-the-top and shiny/brocade for the front. Don't forget suitable buttons. I found this was a fairly simple project for a beginner at costume-making, and didn't take too long. Alternatively - some charity shops end up with old wedding clothes, so you might be able to find something 2nd-hand in such a place. Or see what any local formal-wear hire places do with old unwanted stock.
