A lot of that look,outside of the set/costume design, comes from the use of lenses that were built for NASA for use in very low light. He had these modified to fit film cameras. At f 0.7 (!) you get a compressed image that looks quite two dimensional, and painterly.

The hair and makeup in this film is amazing.
