Probably because the rapid-fire QEI insinuation is going to go over kids' heads (I doubt even my 7-yr-old will notice it), while insinuating he was sleeping with someone he was with onscreen is a whole other kettle of fish. Unfortunately.
It reminds me of the series finale of Angel, where they gave Spike a throw-away line that strongly implied he and Angel had once done the deed with each other. It's easier to break rules and throw caution to the wind at the end, I guess.
