Well, people are talking as if it's a done deal, but as far as I know nothing has been officially announced. Just "a source at the Beeb says..." and "I heard from someone who knows that..."
Personally, I wanted Chiwetel Ejiofor in just the worst way, but I suspect he's way Too Big A Name to go for it.
I'm just assuming it's going to be Paterson Joseph, and if it's not, well, consider me timbers shivered. But nothing's been announced.
Also, if you want to see Paterson Joseph, you might want to watch Jekyll (though I hated him in that, mainly due to his ATROCIOUS American accent) and find Neverwhere on YouTube. In Neverwhere he plays a character that's pretty much the lovechild of the Doctor and Jareth the Goblin King.
I just keep trying to remind myself that there was actually such a time when I had no clue who this David Tennant character was, and that I swore he would never win me over and now...well, look at me.
Based on Neverwhere, which is a book I love and which I saw him in years ago, I am tentatively excited if it's Paterson Joseph. Other than Bad Wolf/PotW, I haven't seen him in anything else. But as momacress said, it's still all rumors at this point. I heard that at least one book-maker was no longer taking bets on it though, so some people think it's a done deal.
I wanted Adrian Lester, personally. (And the people who are saying the Doctor can't be black because of historicals are pissing me off. It won't be any more of an issue than the Doctor never changing into period clothes is. As the Doctor himself told Martha, "Just walk around like you own the place.")
This makes me hopeful. I adore the book "Neverwhere," and the Marquis de Carabas was my favorite of the characters, and then I read who played him in the TV version, and all I could think of was BW/PotW, and I was like, "Ick." I actually didn't pursue finding the TV version for fear it would ruin my dashing mental image of the Marquis.
Erg. I was not terribly pleased with Neverwhere. (Was spoiled and read the book first.) So I'm hoping it's not him. I was going for Chiwetel Ejiofor as well. (Course, I really wanted CE back, but knew that was never gonna happen.)
Eh, bear in mind that I'm not racist or anything like that. Far from it. But the idea of this Joseph person playing the Doctor just doesn't sit right with me. Don't ask me why, but while I can accept the whole regeneration/face changing thing, there's something about changing the color of your skin that I can't wrap my mind around.

Edit; and I wanted David Morrissey too. He'd be so good.
