Don't forget D.C., which has petitioned Congress to allow them to recognize same-sex marriages performed in other states, thus posing a bit of a thorny issue to the federal gov't about D.C.'s lack of autonomy as well as what can(not) be recognized as a legitimate relationship in the eyes of the federal law, hitherto quite heteronormative.
