PLEASE DO NOT COPY THIS TUTORIAL EXACTLY, USING THE SAME IMAGE, THAT IS NOT THE IDEA. I USED PSP 8 FOR THIS.
1. Crop and resize your base to 100x100
2. Sharpen once
3. Duplicate base, set to screen @ 100%
4. New top layer: #0B3B57 (dark blue), set to exclusion @ 100%
5. Duplicate base twice, drag both to top, set both to screen @ 100%
6. New top layer: #F4E2BE (light brown/tan), set to multiply @ 100%
7. New top layer: #7CBEF6 (sky blue), set to burn/color burn @ 100%
8. Merge layers
9. Adjust>Brightness & Contrast>Curves (I dunno what this is on other software, don't bother asking me).
These are the settings (on RGB):
1st Point:
Input: 126
Output: 126
2nd Point:
Input: 97
Output: 70
10. Add brushes/text whatever the hell you want. I just did some simple text in Tw Cen MT, size 1, full kerning, white.
Finished result:
Feel free to ask questions and I'd love to see what you come up with.
