Apparently some muzzle loading guns are considered firearms under federal law, but those that are, presumably would be serialized and all the rest. I think your pawn shop guy may be making up the rules as he goes along. Did he hand you a Form 4473?
I'd reply to the city (code enforcement, I assume) asking them for a photo exactly identifying the problem. Otherwise your man Rick is just going to go around and around and end up fighting them in court.
Yeah: to be fair, in-line black powder guns are the least muzzleloader-y out of the family of muzzleloaders...but, y'know, still not gonna call it anything but Unconstitutional.
Edit: I did do a 4473. They've changed quite a bit since the last time I did one: Male, Female, or Non-Binary were the options. -_-
Could I see the government arbitrarily deciding that anyone who has ever answered "Non-Binary" is now de-facto adjudicated mentally ill? Not under the Pretendent Biden administration, most likely- but eventually, I sure could.
Ugh, I hate talking to "the city" but you're probably right in that area as well. Maybe I'll get "lucky" and it *will* turn out to be just those driveway branches.
