Let a prisoner grab her hips, and crush their mouths together. Get her tight-as-hell jeans rubbed up against, unzipped and pushed partly down. Allow a questing hand between her legs to reach that spot the good Doctor kept missing.
But a deputy governor, on duty and slippery-wet? She does have to draw a line somewhere.
So her hands grip onto wrists and their positions are quickly reversed.
