I stopped watching Conviction after that particular desk scene so I don't know. Did they *ever* explain why Alex Cabot was back in NYC?

Yeah, on SVU, they resolved the whole Ghost-druglord-bounty on her head thing. *rolls eyes* Interesting how she never contacts her old buddies at SVU, though, isn't it? They basically took Alex's name and job and left the rest in the dust. She's become a power-hungry, deal-making a-hole and I hate it.

It wasn't resolved on SVU. At the end of Ghost, Agent Hammond said that she was being put back into the program with a new identity. Her testimony only put the hitman away, not druglord who ordered it.
