As heir to the throne, Azula had to be persuasive. She also had to be forceful. And then there was being both persuasive and forceful, depending on who is, how smart they are, and what they had to lose.
But, with Ty Lee, she didn't have be as persuasive as she usually had to be with that girl. Azula's timing had been, like usual, impeccable.
Ty Lee had always professed her love of performing in the circus, but Azula knew that she would get tired of performing next to a bunch of elephant-cows, flipping ten feet into the air and landing on a hair-thin wire and then getting rewarded with a measly bouquet of tulips or dandelions (which she is allergic to).
The same routine, every day would no doubt become boring, or even depressing.
The day Azula went to see her latest show, Ty Lee did appear to be depressed, her head hanging low when she went backstage to her dressing room. The tears fell, leaving stains on her cheeks.
The sight of her was truly pitiful, but Azula had seen this coming. All it took was the words, Come with me.
Ty Lee had asked in a shaky voice, Why?
Because, Azula replied carefully, we must capture someone.
Capture? Who?
It does not matter. Mai will come with us, too.
Ty Lee sniffles, gives a small smile. Really?
Yes, Azula nods, smiles in return, genuinely. She will be.
