This bill (which I doubt will make any real progress, and in any case would not be signed into law by Gov. Strickland), is specifically designed to challenge Roe. Rep. Brinkman has stated as much openly, as this article in the Columbus Dispatch notes (2nd paragraph).
I live in Ohio, though not in Brinkman's district, and I have written my rep about this. But -- although this bill is repugnant -- I do not think that it will get far. This is the second time (I think) that Brinkman has proposed this legislation, and the last attempt died in committee. Even "pro-life" groups here in Ohio don't necessarily support it.
