A few of them are going through Captain Planet, but most of them are concentrated around Wellspring and the Residential Area. Where are your guards right now?

Fuu--my dragon, that is--isn't bothered by the wind and rain yet and covers ground at least as fast as a man on a good horse. He's small, but he's hardy.

He can't speak other than to me or Krile, but it's possible to tell him how to communicate a few simple messages to whoever you'd like him to report to. If you need to cover all the islands, his speed could only work to your advantage.
