Hack your locks? For the most part, though sometimes for plotty reasons I may mark posts as "please don't"; he could but IDK didn't notice that the call was even there or something. (I will keep those to a minimum I promise!)

Hack your locks? No. I try to use locks minimally, and Conan's made enough slips publically that a sharp guy like Rufus shouldn't need to hack his conversations.
Listen in on your public conversations? Yes -- unless it is an action thread somewhere secluded/that Conan has checked they don't have eavesdroppers which I consider the action equivalent of a lock.
--Mention things from their conversations with others? Yes -- I trust you not to give Conan's secrets away but I can't see Rufus not discussing these things with his Turks and that is totally cool.

Attempt to convince your character to work with ShinRa? I think Rufus agrees Conan works better as an independent, but if he ever wanted to change their working relationship, he is welcome to try.
